Own Id and git commit

I saw in the 18rc1 release notes a change of interest to me "Own Id: OTP-12448". I grepped through the git log and searched github issues for 12448 but have not found anything. Is there a system where the bugs are indexed by that number? What is the git commit corresponding to that number?
