Distel 4.0 problems

Hi,

In windows, whenever I compile distel, I get the error "  ** The
function `char-int' is not known to be defined." I solved this in
linux by installing the correct CL libs but I couldn't figure out how
to fix this in windows yet. I'm using GNU Emacs 21.3.1.

Is anyone familiar with this or can point out to me where to look.
