About installation on windows

Hello,
I have a problem of understanding with the procedure described in the install.win32 file.
1) What does it mean " step 3: do a make "   ?   makefile is for Linux, not for Windows !
2) The .erlang file doesn't exist in Erlang !    where shall I create it ?
3) About the erlang cookie: where supposes distel the location of the cookie ?
4) Erlang stores the .beam files in .../usr/src/project/ebin
    Distel seems to retrieve these in ... distel/ebin
