Mnesia is bundled with OTP so you need to add it to LOCAL_DEPS so that 
it is not getting fetched:

LOCAL_DEPS = mnesia

Assuming you're using releases ("make run" is that) you just need to add 
your -mnesia parameters to the config/vm.args file.
