Fix UTF-8 errors in documentation

When running "make docs" on the master branch, xsltproc gave the error "parser error : Input is not proper UTF-8, indicate encoding !" for a few files. These files are declared to be encoded in UTF-8, but contain Latin-1 characters. This patch converts them to proper UTF-8. Note that this patch only applies to the master branch.
