Very nice that you're picking up this idea, although I think it's a mistake
to have restarts disabled as the default. I think it's better to require
people who make nested supervisors think about their restart limits, rather
than to get questions along the lines of "I set up a supervisor - why am I
not getting any restarts?" on the mailing list every week. Ulfs suggestion
of MaxR = 3, MaxT = 10 seems good.
