There are a number of ways of doing it on the Nintendo DS, but the easiest is probably a compatible Wifi card, a GBA flash cartridge, and the GCC compiler for ARM. I suspect it wouldn't be difficult to get a simple Goo system running on it, if the GC could be ported easy enough.
