It seems so. The creator Jonathan Bachrach has left MIT a few years ago and is now working in "industry". I tried several times to get him to change the Goo license and I got the feeling he is just very busy right now. Such is the difference between academia and industry. It's too bad. Goo was a really great effort and with a little more work it might have been able to pick up some momentum. I still use it from time to time for simple personal projects. One reason the license is messed up is because the your final code contains parts of the Goo runtime that are GPL'd. So you don't own a clear copyright on your own code. I requested that he re-release the code under the MIT license.
