[RESULT][VOTE] Graduate Apache Grails to top level

The vote has passed with SIX +1 PMC votes, FIVE +1 additional votes, and no
other votes.

Congratulations Grails! The board will vote on the resolution I put into
the board agenda at their upcoming meeting. Once they vote, the graduation
will be confirmed.
