[VOTE] Release Apache Groovy 5.1.0

Dear development community,

I am happy to start the VOTE thread for a Groovy 5.1.0 release!
This is essentially the continuation of the 5.0.X stream but with some
minor breaking changes we wouldn't normally do in a patch release.

This release includes 11 bug fixes/improvements as outlined in the changelog:
