cabal install: Failed to download aeson-2.2.1.0

Dear Cafe.

"cabal install" sometimes cannot download aeson.

This happens repeatedly (in recent days)
but it's not fully reproducible.

Example where it happens in CI (image haskell-slim)

What might be the reason?
