Removing the cvs-all list

Hi all,

While talking to Simon Marlow, we agreed that the cvs-all list is more
trouble than it is worth:

* It means that everything sent to the cvs-* lists needs to get
  moderated twice, once for the list it is sent to and then again for
  cvs-all.

* Conversations can end up being cross-posted to the original list and
  the -all list, e.g. cvs-ghc and cvs-all, resulting in cvs-all getting
  the messages twice.

* Different parts of the same conversation can be on different lists.
  In particular, this means that people on cvs-ghc, say, may miss
  conversations on cvs-all resulting from messages sent to cvs-ghc.

Thus we propose removing the cvs-all list; does anyone out there object?

If not, the plan is to subscribe everyone on -all to its constituent
lists and then remove it.
