haddock perf tests

I'm getting these perf failures on 64-bit Linux.  Did you intend to set such tight bounds?  I think the same failures happened before I made my commits yesterday.

I'm not really sure what you are testing here.   Would you like to add some comments in all.T to explain how the test works, and perhaps increase the bounds?
