This seems pretty urgent to me as well. Is there some write-up about the
decision behind the switch so I can better understand why it's changing and
Cabal should adapt? Does e.g. GCC use dynamic by default?

I don't think we want to do both static and dynamic by default, as it will
double compile times which are already quite long.
