I like "owner" exactly because it is strong. It encourages a sense of, well, ownership.  "Maintainer" sounds more like a service role.

I think we can put words around it that make it clear what we have in mind. It's a first-among-equals role, not total control.  But I'd be happy to learn from other projects.
