  * change library bootstrap
  
  We now build the initial versions of the libraries in hugsdir, and
  overwrite them with the final versions as they are built.

    M ./libraries/Makefile.in -20 +17
    M ./libraries/tools/convert_libraries -2 +2
    M ./libraries/tools/make_bootlib -9 +13
    M ./package-list -41 +42
