top honors, which provides for two years of study at Oxford=20
University. Peter Zmijewski received his M.Phil. and D.Phil.=20
degrees in international relations from Oxford in 1982 and=20

Top Scholar Awards=20
Monetary awards for excellent performance will be based on=20
results obtained within the year prior to the awards ceremony=20
only. The awards are as follows:

New Zealand Scholars
These awards will be made to all candidates achieving=20
outstanding performance in three New Zealand Scholarship=20
subjects.

Top Overall Scholars
These awards will be made to the two top performers selected=20
from all New Zealand Scholar award recipients. The awards=20
panel will consider the rankings provided by the subject=20
marking panels in candidates' best three Scholarship subjects=20
only.=20

Top Subject Scholar
This award is made to the best performer in a subject offered=20
from:

Scholarship Assessment. The award will be made to the top=20
candidate achieving outstanding performance using the ranked=20
list provided by the marking panel. No award will be made in=20
subjects where there are no eligible candidates.=20
Level 3 Assessment (Subjects with achievement standards but=20
no Scholarship standard being offered in that year). The award=20
will be made to the top candidate achieving excellence in all=20
externally assessed standards for that subject. For award=20
purposes, marking panels will rank potentially eligible=20
candidates. Candidates are advised that their internally=20
assessed results may be taken into account. No award will be=20
made in subjects where there are no eligible candidates.=20
Applicants for compassionate consideration for level 3=20
achievement standards are not eligible for a Top Scholar=20
Award, as the awards recognise actual performance ranked=20
in a one-off assessment.

School Awards=20
These awards are made to the top-performing student in each=20
school who achieves the New Zealand Scholarship Certificate.=20
The awards panel will identify candidates using the number of=20
outstanding performance achievements and marker panel rankings.
NZQA will notify schools with eligible candidates, and ask=20
them to confirm the rankings and provide supplementary=20
evidence in the case of a tie.=20

Eligibility=20
To be eligible to receive the award students must study in=20
New Zealand at a New Zealand Tertiary Institution. An award=20
is payable for up to three years for any type and length of=20
qualification that is approved for student loan or student=20
allowance purposes.

A recipient must be undertaking study that is more than 0.4=20
full-time equivalent. Exceptions will be considered only where=20
there are reasons beyond the student's control, or where the=20
completion of a qualification is involved.

Continued receipt of an award each year will be dependent on=20
continued successful study. Recipients will generally take up=20
study immediately. However, a recipient may apply to postpone=20
commencing study for up to a year, with any payments under the=20
awards being made only after enrolment is confirmed. Recipients=20
may change the course or programme they undertake and continue=20
to receive an award as long as they continue to successfully=20
complete their study, when the new programme is approved for=20
either student loans or student allowances purposes, and they=20
study in New Zealand at a New Zealand Tertiary Institution.=20
