 Ryan, there's now an extensive comment in `Note [Constraints in kinds]` in
 TyCoRep that describes what is supposed to happen for equality constraints
 in kinds.

 In the light of that description, could you spare the time to look into
 this ticket and #15872 to see what needs doing?  I think we may need to
 look at the user manual too.
