I keep an archive of some of the older versions of Hugs at:

   http://www.cse.ogi.edu/~mpj/hugsarc/index.html

All of the versions available there will run on DOS, and I'm not
sure if any subsequent versions do, so Hugs 1.3c may be the best
one to go for.  (Unless you're searching for antiques, in which
case the Gofer archive http://www.cse.ogi.edu/~mpj/goferarc/ may
be a better place to look :-)
