Winhugs startup error

  I just installed Hugs from the file hugs98-Nov2003-1.msi. The installation
seemed to go just fine, and I can start the command-line version of Hugs
without any problem. If I try to run winhugs, however, this error message
appears in the main window:

	ERROR - a closing quote, '"', was expected

. and an error dialog appears with this message:

	FATAL ERROR: Unable to load Prelude

  I have attached a screenshot of this info in case that's any help.

  I tried uninstalling and reinstalling the package, but that didn't help.
Any assistance you could provide would be much appreciated.
