When logged into hackage.haskell.org/trac/hugs, I have a "New Ticket"
 option but no "View Tickets" option. Typing in the URL directly
 (http://hackage.haskell.org/trac/hugs/report) results in the error message
 "Permission Denied: REPORT_VIEW privileges are required to perform this
 operation"

 As a result, I cannot check to see if a bug has already been reported.
