Request (and self-nomination) for maintainers: monoidal-containers

There has been little response to the issues and PRs lately[0] so I request
for an additional maintainership. I'm willing to do it unless anyone else
steps forward.

Apparently @ali-abrar is the current maintainer so I CC'd him.
