Packages in a gcc build of nhc98

Hi,

When building nhc98 using gcc on Mac OS X, none of the packages
are built.  However, when building using ghc as a compiler, the 
packages are
built.

When bootstrapping from gcc, is it necessary to rebuild the system using
the newly generated nhc98?  The documentation is seems to be silent
on this.
