Both of those reasons.  There are so many different OS and packaging
system variations (Cygwin, Mingw32, Debian, RPM, BSDports, etc), that
we must rely on users of those systems to contribute the packaging
information for nhc98.

Thank you for the offer.  If you create such a package for Cygwin,
please do feed back any necessary changes to us, to incorporate into
the CVS repository.  We would prefer it if a regular user of Cygwin
can maintain the Cygwin-specific package.  If no-one is able to do
that, then at least having compatibility with the Cygwin specs is a
good step.
