I maintain those binaries, but I should update the readmes more often!

The libtiff4-dev and libjpeg-dev packages you have should work fine, and 
in any case are not required for the language to work... those are just 
for the graphics addons.

If you don't have those libs installed, then the addon will throw an 
exception when you try to use it, simple as that.
