What is the best way to submit code changes though? Bitbucket, github,
something else?

I ask because I noticed that both github and bitbucket have open pull
requests that have had no activity in a few months. So I'm not sure if
anyone is actually looking at them, or if people are just busy and haven't
got to them? Or maybe they are only looking at one and not the other?
