Jython 2.7 b4 soft launch

Hi all,

I have put together a soft launch of Jython 2.7b4.

The releases:

Installer: https://oss.sonatype.org/content/repositories/orgpython-1029/org/python/jython-installer/2.7-b4/jython-installer-2.7-b4.jar

Standalone: https://oss.sonatype.org/content/repositories/orgpython-1030/org/python/jython-standalone/2.7-b4/jython-standalone-2.7-b4.jar

The parent directories of each of the above have the checksums, source
jars, javadocs, etc.

We'll try to keep the soft launch part shorter this time :)
