Plan for a final 2.5.4

Hi all,

A final 2.5.4 is way overdue. We put out an rc1 a long time ago, but
never finished the release. If anyone wants to do any further work on
2.5.x now would be the time. I plan to put out an rc2 in about a week,
and then if all goes well, finalize it about a week after that. It
will likely be the last of the 2.5.x series.
