The Jython site has a number of problems and out of date parts, unfortunately including the downloads page at time of writing. It is being actively fixed though, see 
http://bugs.jython.org/issue2658

2.7 on Java 11 sounds like a good idea to me, but I haven’t seen a statement from the core devs on it yet (I am not one).
