I've checked the contents of that PPA which is described on
http://dl.mercurylang.org/deb/:

There aren't any rotd versions in there. 

I recommend to remove the "Mercury ROTD 2020-05-31 (mercury-rotd-*
packages)" line from http://dl.mercurylang.org/deb/.
