Yes, the latency with the initial "git svn clone" is a real killer.
For the SVN to Git conversion, I used "rsync" to make a local clone of
the Subversion repository, and then used the "--rewrite-root" option
to "git svn clone" to point back to the remote Subversion repository
(not that root rewrite mattered for the conversion).  On my home
machine (i.e., behind a cable modem), the "rsync" followed by "git svn
clone" takes about 20minutes, with more than half of that time in the
"git svn clone".

I think the history is important.  Some of the last bugs that I fixed
greatly benefited from being able to look at the previous revisions.
