I haven't built or maintained the native Windows ports, but you might
check out the resources in <src>/package/mingw (from a source
checkout, not a source release), which Wesley Terpstra put together to
streamline the building of MLton under mingw.  They looked pretty
robust, although might need to be updated to newer versions of various
mingw packages.

Cygwin versions have traditionally been easier to maintain, but I
haven't had the resources (primarily, time) to maintain that one
either.
