Yes, we've not distributed the target-specific packaging code in
source distributions.

I found the files in my backups of the old mlton.org site.  I've
uploaded them to:

I happened to get burned by this behavior of SML/NJ and shell script
last week, so it was fresh in my mind.

Yes, I'm pretty sure that Wesley did the MinGW build stuff.
