Summary: Javadoc makefile build target

Initial Comment:
The makefile currently cds into src before running
javadoc, but then calls javadoc with -overview
src/overview.html, changing this to be -overview
overview.html allows javadoc to complete successfully.

Also, it currently makes a doc directory in the same
directory as the makefile, but places the documentation into
src/doc
