What I've noticed is that some of the download mirrors show the file with an extension of "tar.tar" and some show the extension as "tar.gz".  I have no idea why this is but the ones with tar.gz seem to give you something that can be extracted whereas tar.tar doesn't.  Avoid Phoenix.  Try Minneapolis or Atlanta.
