Well, there has been interesting discussions in

I think some aspects are pretty clear (visibility of constants, 
"callability" of methods and constructors).
There are still some open questions. For those it would help to
1) make a list
2) look around at other multi-method languages with visibility

I think an initial implementation, even partial, would also be welcome, 
and would allow easily to investigate different rules.
