how to fix OPAM

Bon jour mon ami,
I was working with strings today and found that I needed another library to=
handle UTF-8 Latin-1 characters. I tried to install Rope with OPAM and dis=
covered that OPAM is broken.=C2=A0 I am running version 1.2.0 but there are=
several versions available, and the default "opam update" && "opam upgrade=
" did not work.=C2=A0 I realize that OPAM is a very important product and t=
hat a lot of people depend on it, so I don't want to open another can of wo=
rms by asking an improper question on the forums.
I personally believe that OPAM development should be an entirely GIT affair=
, using GIT for upgrades and updates, so that when you get a dependency fai=
lure in OPAM, you can rely on GIT to fetch the appropriate package.=C2=A0 O=
f course I have not upgraded OPAM for over a year or more.=C2=A0 In this wa=
y other packages that depend on OPAM being a certain version can rely on OP=
AM.=C2=A0 Of course, this belief is a superstition. OPAM is built with ocam=
l and probably I need to upgrade ocaml in order to upgrade OPAM.
I have tried to find information on how to proceed with OPAM upgrade, but d=
id not do so well.
I am using opam 1.2.0 and ocaml 4.02.3 on 64-bit Debian Linux.
