I am using the cygwin+mingw under Windows XP in french without any kind of problem.
What version of labgtk are you using ? Double check the vesion number in CHANGES.
What version of the Gtk+ package do you use ?
What version of Windows are you using ?
What is the current locale ? (echo $LC_ALL and GtkInit.locale in lablgtk2 toplevel)
