Any bindings for new GtkTooltip API?

I'm particularly interested in being able to set a tooltip for a small
area of a GtkDrawingArea:

Alternately does anyone know how to use the current API to confine a
tooltip to a specific area?  I guess I'm going to end up tracking the
pointer motion :-(
