releasing ocamlnet, schedule

Hi Gerd, I've committed some bug fixes to the fastcgi portion of 
ocamlnet, also some fixes to the cgi portion (this happened a while ago).

- fastcgi exceptions are now all raised as FCGI_Error of string * exn 
(where string is the name of the function it was raised from) to make 
tracing exceptions back to their source easier in native code 
applications installed in production places. Exception handling in the 
low level fastcgi protocol lib has been generally improved.
- Implementation of the fastcgi protocol has been updated to work with 
lighthttpd, and now more correctly follows the standard.
- In the cgi libraries, in a few places (such as invalid request method) 
there is an exception raised because of an invalid condition. The error 
messages returned in the exception were somewhat terse, and have been 
updated to give more information about what actually went wrong. Such as 
which request method was used that isn't allowed.

I've tested these changes pretty extensively, and have not had any 
problems with them. Given that, it would be nice to do a minor release 
soon, however I'm not sure what you have going, so I thought I'd sync 
with you.
