You don't need to compile anything.
Just copy http://cpansearch.perl.org/src/PAULG/Logfile-Rotate-1.04/Rotate.pm to c:/perl/site/lib/Logfile, that would do.

For compiling XS-modules, try running "ppm install MinGW" and then use cpan, it should work just fine.
