Perl Packager (pp) Problem

I recently installed ActivePerl 5.12.2 on our Red Hat Linux 2.6.18 64 bit system.  I then installed PAR::Packer via PPM.  When I run the following command

$  pp -o process_target_mode_data Process_Target_Mode_Data.pl

I get the follow error output:

Can someone explain to me why Config.pm is comparing executable versions?   Most importantly, how can I resolve this problem?
