As far as I understood: yes.

When you're willing to write some pieces of code, SQL::Statement
and DBI::DBD::SqlEngine will help. But in that case - all data
is fetched into a Perl based SQL engine and I can confirm that
it's highly unoptimized regarding mass data ...
