These all appear to be standard C library files, which means, I think, that you don't have the RHEL development packages installed, or if they are, their location is not in your $PATH.

If you're using RHEL, why not just update to the current perl package, which on my just installed RHEL system is:

"This is perl, v5.10.1 (*) built for x86_64-linux-thread-multi"
