It doesn't really matter what directory you use, as long as you are 
consistent. The use of /tmp is pretty standard so I would use that 
whenever possible. If you compiled Postgres yourself, but not DBD::Pg, 
you would need to compile DBD::Pg yourself to truly clear this up.

If the PGHOST is working for you, I'd just make sure that's set in 
your login shell and not worry about it.
