It's not a .tar file, it seems to be a .tar.gz file.

$ file DBD-Oracle-1.23-RC1.tar
DBD-Oracle-1.23-RC1.tar: gzip compressed data, from Unix

It doesn't have directory structure in it (i.e. the top-level DBD-Oracle
directory) so it dumps all files in current directory when "tar zxf"ing
it.

Seems to be a fair bit missing as well - there's no "t" directory with the
tests?

Redhat Linux 64-bit, Oracle 10.2 client, fails on make with:

Error: 'OCILobLocator *' not in typemap in Oracle.xs, line 294
Error: 'OCILobLocator *' not in typemap in Oracle.xs, line 348
Error: 'OCILobLocator *' not in typemap in Oracle.xs, line 405
Error: 'OCILobLocator *' not in typemap in Oracle.xs, line 453
Error: 'OCILobLocator *' not in typemap in Oracle.xs, line 471
Error: 'OCILobLocator *' not in typemap in Oracle.xs, line 490
make: *** [Oracle.c] Error 1

... but that's probably due to the archive being incomplete?

(Is committing a tar file of the trunk into trunk a good idea? Sounds a
bit recursive)
