SQLite also has savepoints, since 3.6.8 around January.

SQLite:
     SAVEPOINT $name
     RELEASE [SAVEPOINT] $name
     ROLLBACK [TRANSACTION] TO [SAVEPOINT] $name

Adding that to DBIx::Class shouldn't be difficult.
