There will never be. You are now free to make DBD::Spatialite
The driver specific prefix spatialite_ has been reserved to point to
DBD::Spatialite, which you now have to provide

DBI only bundles with a very few DBD's. Some of those are not to be
used standalone (like DBD::File)

You won't find a DBD::Oracle or DBD::Pg in DBI's trunk either.
