Moving DBI to github - and the perl5-dbi organization

I want to move the primary DBI repo to github.

I'm looking to using git with the DBI, and also the extras that github
makes easy, like irc notices and travis-ci testing on pushes.

(I'm open minded about moving issues across and/or using the wiki.
Let's just focus on the repo for now and review other options later.)

I also want to take the opportunity to make good use of the facilities
github offers for teams working on projects.

I've created a "perl5-dbi" Organization on github.

I'll probably make a couple of the current DBI committers co-owners
(so there's continuity if I fall under the proverbial bus one day).

I'm thinking that driver authors might like to become team admins within
the perl5-dbi organization to foster the creation of teams of contributors
for their drivers. This is obviously entirely optional but seems like a
good way to focus and enhance collaboration around the DBI and drivers.
