RFC - security issue

I have pushed a new branch to DBI github a while back that addresses
a problem that files are read from the current folder when a bogus or
nonexisting folder is passed to f_dir

This stems from a report Mithaldu passed to me regarding DBD::CSV,
which uses DBD::File as its DBI driver, so the fix has to be in DBI

Please review and comment, so we can decide to merge to master and
prepare for a release
